A 9-member Constitutional Amendment Committee was formed to review the party’s constitution in light of recommendations from the 2024 Election Review Committee (led by Prof. Mike Oquaye) and the 2021 Constitutional Review Committee.

The committee received over 300 amendment proposals and conducted stakeholder engagements, including with former Presidents and flagbearer hopefuls.
Key Recommendations
1. Delegate System Reform
One-Member-One-Vote (OMOV): Not feasible now; a roadmap toward OMOV by 2028 is proposed.
Polling Stations: Executive positions increased to 7 (adding Communications and Electoral Affairs Officers).
Electoral Areas: Adopt EC’s demarcations; create a 5-member Electoral Area Executive Committee.
Constituency & Regional Levels: Decouple Research & Elections Officer roles; add PWD Coordinators and Regional Legal Officers.
2. Inclusion of Former Party Officials in Electoral College
Former MPs, MMDCEs, Ministers/Deputies: Granted voting rights at parliamentary and/or presidential primaries.
Former CEOs, Ambassadors, etc.: Not automatically included—only if made patrons, with a proposal to increase patron slots.
Former Constituency/Regional Executives: Granted voting rights (presidential and/or parliamentary).
3. Presidential Primaries
Strong support for early primaries (by March 2026 latest).
Propose expanded electoral college to include former MPs, MMDCEs, executives, council members, and TESCON reps.
Abolish Super Delegates System as it is seen as restrictive and outdated.
4. Standing Committees & Directorates
Recommend new committees:
Electoral Affairs, Communications, Political Strategy, Security & Intelligence
New director roles:
Policy, Training, Patriotic Institute, PWD, Professional Bodies, Diplomatic Engagements
5. Manual for Party Officers
Suggest creation of a Manual outlining roles of all officers (instead of listing them in the Constitution).
6. Other Major Amendments
Biennial Delegates Conference: From annually to every two years to save cost.
Appointive Positions: Maintain current mix of elective and appointive roles to ensure diversity and inclusion.
Youth Age Limit: Reduce from 39 to 35, aligning with international and national definitions.
Youth & Women Organizer Elections: Allow all youth/female delegates to vote, to promote inclusivity and cohesion.
Suspension Powers: Transfer from Executive Committees to the Disciplinary Committee to curb abuse.
National Chairman: Constitution should state clearly that the National Chairman is the Party Leader.
